I would avoid oat matzo meal for pancakes, as it's too heavy. I would try about 25% quinoa flour to 75% potato starch and include either kosher l'pesach baking powder or whip the egg whites separately until they're stiff to help the pancakes be fluffy. Let me know how it turns out!
